Shafiqul Gani Swapan (11 September 1946 – 23 August 2009) is a Bangladeshi politician, former minister and former member of parliament represented Nilphamari-1 constituency. He was a member of the 2nd and 3rd Jatiya Sangsad and was a Minister in the Government of Bangladesh. During his political career, he served as the Minister of Civil Aviation and Tourism as well as the Minister of Housing and Public Works. He reorganized the Bangladesh National Awami Party - Bangladesh NAP and was its Chairman till his death.

Swapan was born in Bandar Kharibari village of Dimla upazila of Nilphamari district. He graduated from Oxford University, UK and became involved in politics in 1972. Swapan, son of prominent politician Mashiur Rahman Jadu Miah, was a senior minister in the Ziaur Rahman’s cabinet.

Swapan's father Mashiur Rahman Jadu Mia was killed on March 12, 1979. After the death of his father, when the Rangpur-1 (now Nilphamari-1) seat became vacant, he participated in the by-election and won and was elected a member of the Second National Assembly. When the Jatiya Party was formed on January 1, 1986, he was one of the founding members and 21 presidium members of the Jatiya Party. In the third parliamentary election in May 7, 1986, he was elected a Member of Parliament from Rangpur-3 constituency on the nomination of Jatiya Party. He was a minister in Ershad's cabinet. He became an independent candidate in the 1991 parliamentary elections when he was not nominated by the Jatiya Party, but came fourth with 10,159 votes.

In 2006, Swapan reorganized the Bangladesh National Awami Party-Bangladesh NAP and thereafter he was appointed Chairman of the party till his death.  In 2008, he was defeated by NAP in Nilphamari-1 constituency on the nomination of Bangladesh NAP.

Shafiqul Gani Swapan died on 23 August 2009.
